From November, 20th to 23rd, 2013, a high-level delegation consisted of 17 officials from the Local Governance and Rural Development & Cooperatives of Bangladesh visited BAI. The Department of Cooperation and Exchange of BAI made arrangement for the visit, including a lecture, field visit and cultural visits and so on.
The theme of this visit is “The administration and management of local governments”. To that end, on November, 21st, Liu Liang from the Department of Public Administration of BAI delivered a lecture on “The system of local governments in China”. He introduced the definition, status, nature and categories of Chinese local governments and the reform of Chinese administrative system and local governments. He also answered questions given by the participants. On November, 22nd, under the guidance of Zhang Ling, Adjunct Professor from the Department of Public Administration, the delegation visited Xicheng Administrative Service Center, the first “third-generation administrative service center” in China.
The center takes on four functions, namely administrative approval, social management, public service and efficiency supervision. Through this visit, the participants better understand how the service center enhance the concept of building a service-oriented government while at the same time innovating the public service mechanism, optimizing the administrative service procedure by bearing in mind the needs of the public and taking advantage of information technologies, thus raising the sense of satisfaction of the people towards the government. In addition, the participants also visited Juyong Pass of the Great Wall, getting a first-hand experience of the charm of Chinese longstanding culture.
This represents our first-time cooperation with Asian Institute of Technology Centre in Vietnam (AITCV), an international training organization founded in 1993 under the agreement between Vietnam government (MoET) and AIT. This delegation has just completed its journey in Japan and South Korea before arriving in Beijing. The whole study tour lasted two weeks.
