German Professor visited BAI

Professor. Dr. Harald Hofmann from Administrative College of NRW in Germany visited BAI from 9th Oct to 14th Oct, 2011. Mr. Liu Honglei, committee member of BAI, Ms. Shan Aihong, vice director of department of Public Administration met with Prof. Hofmann and gave a high degree of evaluation on the contribution made by Prof. Hofmann to promoting cooperation and exchange between the two colleges.

During his visit, Prof. Hofmann discussed with the Law Dept. of BAI on the cooperative project the Comparative Research on Legal Issues concerning Administrative Decision Making between China and Germany. A lecture was also given by Prof. Hofmann to BAI postgraduate students.


Chaired by Ms. E Zhenhui, director of Law Dept., both sides had an in-depth discussion on topics of administrative decision making and its litigation procedure, illegal decision making and its outcomes, violence of government decision by local administrators and its redress. In addition, the two colleges are planning to hold a celebration in 2012 marking the 10th Anniversary of cooperation with a publication of thesis collections.

On 13th Oct, chaired by Ms. Xue Nian, vice director of Department of Postgraduate, Prof. Hofmann gave another lecture on Local Autonomy in Germany. Based on the Basic Law, he introduced local autonomous law, autonomous institute, supervisory institute, administrative court, the role of the judge and direct vote by citizens. Later, students posed questions on the shortcomings, risks, legal effects of local autonomy and contradiction of authority between local and central governments. Prof. Hofmann gave detailed answer. His lecture was fruitful with abundant content and flexible style.
