Delegation from North-West Academy of Public Administration of Russia Visited BAI

In late April of 2011, a five membered Russian delegation headed by Professor Biryurova Galina, deputy director of the department of Administration and Educational Psychology of North-West Academy of Public Administration of Russia (NWAPA), visited BAI for 8 days. Vice-president Yin Qingyan and BAI committee member Zhang Ning received the delegation respectively.

 Mr. Yin held a working discussion with the delegation. He vividly introduced to the guests BAI’s 60 years’ history with a video, and the recent 10 years’ achievements in cadre training and scientific research etc. Prof. Galina summarized the history of NWAPA and the current reforms of Russian colleges and universities. NWAPA would be incorporate with some other colleges into the biggest branch institute of the Russian Presidential Academy of National Economy and Public Management, which would promote and enhance NWAPA’s function and status. The Russian delegation held high expectations on the future mutual academic cooperation between the two colleges and they also raised questions on the selection and evaluation of China civil servants. Mr. Yin briefly answered the questions. The atmosphere of the discussion was friendly and warm.


During their visit, Mr. Zhang Ning accompanied them to Fangshan Administrative College to participate in the international academic seminar entitled “The Current Situation and Future Vision of Russian Public Administration”. Three Russian scholars respectively delivered a keynote speech: Gender Problem of Russian Society; Interaction between Russian Civil-servant System and Society—the Implementation of the Notion of National Administrative Reform; and the Characteristics and Problems of Civil Servant.
