The 11th US-China Joint Training Program in Public Administration Conducted by BAI

The 11th US-China Joint Training Program in Public Administration was a big success in June, which was co-sponsored by University of Georgia (UGA), Beijing Human Resources and Social Security Bureau (BHRSSB) and Beijing Administration Institute (BAI). 22 officials from different departments and administrative colleges of Beijing participated in the two-week training program.

At the opening ceremony chaired by director Liang Jun from Dept. of International Cooperation & Exchange of BAI, director Zhang Tiezhu (from Dept. of Training and Education of BHRSSB), director Zhou Chunming (BAI) and director Wang Jianfeng (China Program of UGA) all delivered speeches for trainees. Director Zhang Tiezhu reviewed the training experiences and achievements and stressed the importance of training; director Zhou underlined the purposes and requirements for this program; and director Wang introduced the US lecturers for trainees respectively.

 During the 2-week training program, the four teachers invited by UGA exchanged and interacted with trainees with their abundant government working experiences and academic strength, offering advanced managerial theory and experiences.

Joseph Doyle is the director for department of human resources, State of Georgia, and the topic of his lecture is A Service Oriented Approach to Government. After introducing the reform of Georgia, he pointed out the core of government service reform is optimizing existing resource to offer more efficient and accessible service without increase any cost. Isaish Hugley, city manager of Columbus, gave a series of lectures named US Government’s Innovations on Reform & Management. He explained the experiences of Columbus in administration and government service in a comprehensive and systematic manner, specially emphasizing the fiscal challenges and possible solutions faced by the government. Kristy Lindstrom’s lecture was about the relations between government and media as well as the public. Paul Burks is a State liaison officer for Carl Vinson Institute of UGA. He talked about the system of the US government for performance management and assessment. His lectures were quite professional and practical, which aroused a lot of questions from the audience.


Class interaction

In the 2-week training program, students and teachers set up deep friendship through interactions and exchanges. The trainees had their horizons broadened and increased their capabilities in analysis and problem solving.

The US-China Joint Training Program is divided into 2 stages. At the primary phase, trainees received 2 weeks’ training in BAI, which will be followed by study and field trip in the US.
