On June 10th, NWIM
RANEPA, a partner of BAI, organized an online Russian-Chinese Expert Round-Table,
named “Public governance in COVID-19 pandemic. Experience of Russian and China.”
This was the first round-table among series of Russian-Chinese partners’
on-line events held by NWIM RANEPA, dedicated to the tackle the grave
challenges we meet together. The Russian partner also invited Tsing Hua
University, Shanghai Administration Institute, Guangdong Administration Institute,
etc.
Dr. Vladimir
Shamakhov, the Director of NWIM RANEPA, delivered an opening speech, followed
by inspiring presentations by both Chinese and Russian experts. The Chinese
experts were Dr. Zhu Xufeng and Dr. Lu Xiaoli from the School of
Public Policy and Management (SPPM) of Tsinghua University. The Russian expert was
Mikhail Priadilnikov, PhD (Harvard university), deputy director of
Analytic Centre by the Russian Government (Moscow).
Then all the
participants actively discussed the impact of the epidemic and countermeasures.
The topics of their discussions included: The dilemma between saving the
economy and protecting public health. Is there anything specific to China? The
role of regional diversity and different levels of government in quarantine and
pandemic control. Ma Xiangdong, Associate professor of BAI, answered the
question “How does China structure its economic stimulus policies? What are the
priorities and the logic behind them?”, and Chen Cong, deputy director of
International Cooperation and Exchange Department of BAI, shared his view on international
cooperation in pandemic world. The Russian experts were very pleased with their
sharing.
The working language
of the conference was English. Simultaneous interpretation to Russian was provided
on SpeakUs platform. The IT department provided technical support. Thanks to carefully
orchestrated preparation, the round-table yielded wonderful outcome.
