Beijing, December 7, 2023 - The Law
Department and the International Cooperation and Exchange Office recently
co-hosted an academic lecture on “American Administrative Law.” Professor
Adrian Vermeule, a distinguished constitutional law professor at Harvard Law
School, delivered the lecture to an audience consisting of faculty members,
staff, and graduates.
Director Chen Cong from the International
Cooperation and Exchange Office warmly welcomed Professor Adrian Vermeule and
provided a brief introduction to the institute’s background and organizational
structure. Professor Vermeule focused on the latest developments in American
administrative law, delving into topics such as the non-delegation principle,
the presidential administration, and judicial review of agencies.
Professor Zhao Lijun from the Law
Department highlighted the theoretical and practical significance of the topic,
emphasizing the fundamental differences between China’s democratic centralism
and the U.S. system of separation of powers. Professors Sun Chaoran and Jin
Ruoshan engaged in discussions with Professor Vermeule on the limits of
judicial review of administrative actions in U.S. courts and the establishment
of independent administrative agencies.
Graduate students also had the opportunity
to ask questions about administrative law. Professor Vermeule provided detailed
answers, supported by illustrative cases and examples.
In conclusion, Professor Jia Xiaolei expressed
gratitude for Professor Vermeule’s excellent lecture, emphasizing the valuable
insights it provides for China’s rule-of-law government and society. He
expressed the hope for continued academic exchanges between Professor Vermeule
and the Beijing Administration Institute.
