Mr. Wu Bing, vice
president of BAI, led a delegation to visit Poland and Ukraine from June 13 to
20, at the invitation of the Lech Kaczynski National School of Public
Administration(KSAP), Lomza government, and the Odessa Regional Institute for
Public Administration of the National Academy for Public Administration under
the President of Ukraine (ORIPA NAPA). Members of the delegation included Ms.Li
Xiumei, Associate professor of Law Department, Ms.Yu Shuping, associate researcher
of Library, Mr.Fu Qiang, associate professor of Law Department, Mr.Ji Qiaolong
and Mr.Jin Ruoshan, both lecturer of Law Department. The delegation reached out
for partnerships, and conducted academic exchanges on law enforcement, law-based
governance, civil servant training and library service.
Established 30
years ago, the Lech Kaczynski National School of Public Administration(KSAP),
with the name of the President of Poland was conferred upon, trains civil
servants and high-level officials in the administration of Poland. Director of
KSAP, Dr. Wojciech Federczyk extended warm welcome to the delegation on June
14. Representatives of KSAP made a series of presentation on Polish Civil
Service System, Intramural Training and Continuous Training at KSAP, KSAP
development projects and international cooperation. Mr. Wu Bing briefed on the
training, research, consultation and international cooperation of BAI. Both
sides agreed to enhance further cooperation. Following the meeting, two sides
signed Memorandum of Understanding to ensure regular reciprocal visits and to enhance
our partnership in the new era.
BAI delegation
also visited Lomza, a city in the northeast of Poland and 150km from its
capital, Warsaw. It also serves as a key hub of economy, education and culture
in Masovian. Agriculture and industry play a significant role in the local
economic development. The Lomza Brewery, which was dated back to 1968, is the
fourth largest brewery in Poland that yields quality beers to the world. In
recent years, the city of Lomza has continuously strengthened urban
construction to attract talents and improve the living standards of urban residents.
The deputy mayor warmly received our delegation with the participation of
government consultant and the head of the Entrepreneur Assistance Center. The
two sides discussed urban law enforcement legal training and exchanged
experiences of public administration in the two countries.
The delegation
arrived in Odessa, the second largest city in the Republic of Ukraine On June
15. The Odessa Regional Institute for Public Administration of the National
Academy for Public Administration under the President of Ukraine (ORIPA NAPA) attached
great importance to the visit and received the delegation with meticulous
preparation and gracious hospitality. Mr. Wu Bing and Mr. Mykola Izha, Director
of ORIPA NAPA, had a cordial talk by reviewing the development and achievement of
partnership in the past few years and had an in-depth exchange of views on
future cooperation.
In the following
days, accompanied by his counterpart Mr. Popov Mykola, Mr. Wu Bing lead the
delegation to the city of Vylkove and Izmail in Odessa oblast, and conducted
academic exchange with local self-government bodies and leadership respectively
on the topics of grassroots law enforcement, grassroots governance by rule of
law, environment protection, etc. In addition, the delegation visited the
Odessa oblast Prosecutor's Office and held meetings with its leadership and
staff to learn the innovations in the prosecution of Odessa. The Ukrainian side
was impressed by the tremendous achievements China has made after reform and
opening up, and expressed the hope of carrying out diversified exchanges and
cooperation in the future.
On June 19, ORIPA
NAPA hosted a round table conference “Experience of Civil Servants Training in
Ukraine and China” with participation of our delegation, Consul General of
China in Odessa, Mr. Song Liqun, representative of the Ukrainian Ministry of
Foreign Affairs in Odessa, and over 20 faculty members of the institute. Mr. Wu
Bing introduced China’s national civil servant training system and the innovation
of training at BAI. Ms. Yu Shuping presented the practice in offering library
service to officials training. Two institutes aspired to strengthen academic
exchanges and research cooperation, which were also supported by the two
diplomats.
BAI and ORIPA NAPA
have maintained the tradition of high-level visits since forging partnership 6
years ago. The visit consolidated the traditional friendship between two
institutes and lift the bilateral partnership to a higher level.
The seven-day
productive visit has achieved fruitful results, expanded the cooperation
between BAI and institutes overseas, improved the international vision of our
faculty, and updated the understanding of the cutting-edge research and
practice in the field of civil servant training, law-based governance and law
enforcement.
